Dave, the ISR Matrix International Australian representative, commenced his career in the Australian Defence Force in reconnaissance, force
protection, leadership and instructional roles. Within the civilian sector, he has worked within Corrective Services and the Police. Over the past
19 years he served in various roles including diplomatic protection, intelligence, riot squad, emergency response team, operational safety
training and project management. Dave has served on several overseas deployments and holds tertiary qualifications in Business, Justice,
Management, Training, Security and Risk Management.

A former OST Training Coordinator for a large Government Department, Dave has trained with numerous Australian and United States Police
and Military Special Operations units and completed more than 50 specialist and Operational Safety Trainer courses within Australia, the
United States, England and Asia. He is well qualified in both traditional and progressive operational safety training methodology, civil
disorder/public order management, tactical firearms training, extended range impact weapons and less lethal chemical munitions.

Dave specialises in Use of Force and Defensive Tactics instruction. Although the Australian representative of  ISR Matrix International has
been established less than 4 years, ISR Matrix Australia, under Dave's direction, was contracted to provide courses and consulting services
to a number of Australian Police and Corrections Departments. Dave also conducted a several dozen public courses in this period for
individual Police, Military, Corrections and Security Officers.  Course reviews were published in Blitz, Blackbelt, MMA Sports,  Response
Australia, Contact, Police Down Under and SWAT magazines.

STREET CRIMES PROGRAM
Pat McCarthy
Pat McCarthy is the Creator/ Instructor of “The Street Crimes Program”. Pat also produced the “Street Cop” DVD training series, which is eight
of the best training DVDs in law enforcement. Pat is also a nationally recognized expert in many areas of police work. He is able to blend his
many unique experiences as a Patrol Officer, Gang Investigator, Undercover Cop, S.W.A.T. Team Member, and Special Investigator with the
FBI on three separate Federal Task Forces.

Mr. McCarthy spent six years with the U.S. Marine Corps. Reserve. Mr. McCarthy has a Bachelors degree in Criminal Justice from Lewis
University.

McCarthy spent 25 years in very aggressive units as a member of the Chicago Police Department. He earned 14 Special Department
Commendations and over 100 honorable mentions and letters of appreciation from the Director of the FBI and other Federal Agencies. His
diverse background and variety of work experience qualify him as an expert in many types of criminal investigations.

McCarthy has qualified as an expert witness in Gang and Drug related cases. Two years as a uniformed patrol officer in a very busy
Southside district. Four years as a member of the Elite Special Operations Unit. This unit traveled citywide concentrating on felony and gun
arrests. Six years with the Chicago P.D. S.W.A.T. Team with several years as a sniper.

McCarthy was meritoriously promoted to Gang Crime Specialist (Gang Investigator) in 1981. As a Gang Investigator, McCarthy concentrated
on gang related shootings and murders. For 5 years McCarthy worked undercover buying guns and drugs from hardcore street gang
members. During this 5 year period McCarthy’s conviction rate was an astounding 99%. He put over 300 active gang members in prison
while working this undercover assignment.

McCarthy was assigned as a Special Investigator with the FBI for 11 years and has participated in major investigations throughout the United
States and abroad. He spent 6 years on the Federal Asian Gang and Organized Crime Task Force, 2 years on the International Criminal
Enterprise Drug Task Force and 3 years assigned to the FBI’s Violent Crime/ Gang Joint Task Force.

McCarthy is also a past two-term president of the International Association of Asian Crime Investigators and has lectured on gang and
organized crime issues throughout the U.S., Canada and Mainland China.

The AusTac Training and Development team has an enviable blend of educational, research and real world operational experience.  The
Curriculum Development Team has between them; one Doctor of Education, two Masters of Education and one Psychology Degree.

Operationally our team has seen action from Vietnam to Rhodesia to Iraq and along the way surviving several gunshot wounds and in excess
of 100 contacts.  We have served in frontline infantry units, and special forces units and with one instructor (Rhodesia) totalling over 80
combat jumps.  Our ex military instructional staff have on average 40 yrs of operational and instructional experience each.

Our instructors from police tactical backgrounds have served with several Australian and Kiwi tactical units and average 20 yrs of tactical
experience with 30 yr law enforcement careers. Within Australia AusTac has provided specialist instruction and curriculum development for
VicPol SOG, WA TRG, SA STAR Force, the ASO’s, SASR, QPOL, and Australian Customs.   

Outside of Australia we have provided firearms training curriculum for the NZ AOS & STG, Iraqi Police Special Commando Brigades, the
Brunei STK and the PSB SWAT Team in the Peoples Republic of China.



PFC Training - Instructors Brian Hartman and Chris Doughty
Brian C Hartman began his career as a platoon Sergeant in the United States Marine Corps where he worked in reconnaissance, intelligence
and diplomatic security. For actions under fire, he has been personally decorated by the President of the United States. Brian transitioned to
civilian law enforcement, working for a major metropolitan department where he distinguished himself operationally and as a revolutionary
trainer in multiple disciplines. From here, Brian began work in Special Response Team operations and instruction for a major federal agency,
where he re-wrote standard operating procedures, developed training programs and researched new technologies. Three federal agencies
are currently utilising training and operational programs of his design.

Brian is an adjunct faculty member at the University of Nevada where he and fellow instructors regularly teach the only college accredited
Close Protection syllabus in the USA. Brian specialises in carbine, special operations tactics, international and domestic executive protection
and tactical fitness. His works have been published by the NTOA, NYTOA and SWAT Digest.

Chris Doughty was a law enforcement officer with a major Australian Police Department for almost a decade. He performed various roles
including Field Training Officer and Operational Safety and Tactics trainer. Chris was often a first responder to a significant number of
incidents including violent crimes in progress and outbreaks of civil disorder. He has trained with and provided training for US military, law
enforcement and SWAT operators. Chris is the lead instructor for PFC Asia Pacifc and is also responsible for selection, training and
deployment of PFC Executive Protection staff within the Asia Pacific Region.

Having trained over one thousand front-line mission critical decision makers in operational decision making, Anthony McLean will introduce
participants to a decision making session that is anything but dry or boring. With a background in Intelligence Anthony was formerly the Senior
Intelligence Officer at the Special Emergency Response Team (SERT), Queensland Police Service.  Anthony established the fulltime Tactical
Intelligence Capability within SERT after working at the QPS Homicide Investigations Group where he was actively involved in investigating
police shootings and assisting in the preparation of briefs for the Coroner’s Office.  Anthony’s appointment at SERT saw a deviation away
from a part-time operator filled role to the implementation of a dedicated and specialised function of intelligence support for tactical
commanders and operators.  As a professional intelligence officer with expertise in surveillance, OMCG’s, covert investigations and major
crime, Anthony was not a tactical operator and this position was not developed as a soft entry to the unit.  In this role Anthony trained
personnel from all Australian and New Zealand Police agencies and wrote a package for the National Counter-Terrorism Committee (NCTC)
which provided the basis for Intelligence support within Police Tactical Groups .  

Anthony has designed, developed and delivered a one day Operational Decision Making module to over 50 AFP C3 programs of which he has
been involved since its inception.  He regularly lectures on advanced programs for many Commonwealth and State Government Agencies.  
He has presented on the Joint ASEAN Police Commanders (JASPOC) C3 programs in Cambodia and Vietnam and was a facilitator on a
program for the Philippines National Police in the wake of the 2010 bus siege in Manila where eight Hong Kong tourists were killed.  Anthony
is a guest lecturer at the Asia Regional Law Enforcement Management Programs hosted at RMIT in Melbourne and has delivered decision
making packages to the AFP’s International Management of Serious Crime (IMOSC) course and the Advanced Counter-Terrorism
Investigators Program.  Anthony also develops decision makers in other mission critical environments such as fire fighting and emergency
management response.



Pro-Com Consulting- Instructors John O'Neil
John presents from a military and policing background.  Of his 17 years with Victoria police he spent 8 in the Police Hostage Negotiator Unit.
Having attended in excess of one hundred critical incidents as primary negotiator or team leader he joined the police negotiator training team
where he taught courses for not only Victoria Police centrally and regionally but for Department of corrections (CORE) and military reserve
forces.  He has been fortunate enough to have trained with negotiator personnel from the FBI Academy and Scotland Yard.

Holding a National CT negotiator qualification since 1996, John has trained with Police Negotiator Units all around the Country.  In 2003 he
was selected to attend in the Philippines as part of a joint training team to conduct a two week course in Hostage Negotiation for the
Philippine National Police and Armed Forces of the Philippines.  It was the first of its kind.

In addition to police negotiator expertise, John has many years instructing in other disciplines including close personal protection, riot
response, crowd control and critical incident management. The combined experience pool of people in the Pro-Com team is extensive, totally
more than 150 years in the field of law enforcement and is committed to ensuring the highest level of product. The Pro-Com founder is
currently involved with Australian Law Enforcement agencies, both as a current serving member and a specialist training provider.


Extreme Medical Pty Ltd -Jerry B. Special Forces Medic, Critical Care Paramedic.

Jerry has been at the cutting edge of tactical trauma care for almost 30 years. His career started in the British Army just after the Falkland
Island campaign where he served in Infantry, Medical Corps and Para Field Ambulance. To further his knowledge Jerry pursued a civilian
career in Operating Theatre and studied third world medical techniques and Buddhism on the Indian sub continent for 12 months. Upon on
his return to Britain he was invited to join the SAS in charge of Squadron Medical Support Unit.

Within the British Army Jerry provided medical training to members of Omani Armed Forces and was subsequently invited to join the Omani
Armed Forces and seconded to SSF [Sultans Special Forces]. During this time Jerry constructed and taught specialised medical training in
English and Arabic. Jerry also served in the Saudi Armed Forces.

Jerry moved to Australia 2003 with his family, re-established ties with SASR in Perth and worked as Paramedic and Remote Area Medic. Jerry
also established Extreme Medical Pty Ltd to consult to Mining Industry and Military/ Law Enforcement, to construct specialised courses for
high risk environments and provide specialised medical equipment sales and advice. Jerry and the team at Extreme Medical have been
supplying and training Special Operations Units worldwide for over 15 years. Jerry has a Bachelor of Paramedic Science and is currently
undertaking a Research Masters on a First Aid system that he has developed for remote are developing countries.

Assistant Instructor Brad served for 11 years in the ADF and provided medical support and training to many organisations. Brad deployed to
the Middle East and South East Asia and spent 5 years in a SOCOM unit where he was responsible for training special operations personnel
in medical procedures. Brad holds tertiary qualifications in Paramedical Science and Underwater Medicine. Brad established Critical
Response, a Perth Based training company. He has trained special operations personnel from Australian and international units in tactical
medicine.
